I'm pretty sure you can't switch to another Sim until after he's joined your tribe. The Sim you want to switch to also has to be in same location as the Sim you are playing at the time. You can't switch to a Sim that's gone off to another location. L2 brings up what they call the "Sim Switcher" which shows all the Sims you can switch to.
